DentaQuest Launches Recruitment for HIP Provider Network

Hoosier Healthwise

Earlier this week some Indiana dentists received an email solicitation from DentaQuest, the new dental administrator for the Healthy Indiana Plan (HIP). HIP is the State of Indiana's answer to Medicaid expansion that still is awaiting federal approval. If HIP 2.0 is approved, the State would like to start the program on January 1, 2015. This program would insure 350,000 individuals that previously did not have any insurance coverage. Also, 100,000 healthy adults from the current Medicaid population will be moved to this new program.

The IDA has forwarded the DentaQuest provider contract to the ADA for review by the ADA's Contract Analysis attorneys. This review will be made available to IDA members, upon request, as soon as it is completed. In the meantime, representatives from the IDA will attend the State's Medicaid Advisory Committee next week in order to seek clarification on several items:

  • Why some Indiana dentists received the DentaQuest solicitation, but others did not.
  • The provider contract makes several references to policies contained in a Dental Office Reference Manual, but as of yet the reference manual has not been provided.
  • At times, DentaQuest enrollment materials appear to use "Dental Medicaid (Hoosier Healthwise)" and "Healthy Indiana Plan (HIP)" interchangeably. This may be a misprint, as it was IDA's understanding the DentaQuest's management of HIP would not include management of Dental Medicaid (Hoosier Healthwise).
  • It is our understanding that participation in the HIP program is only open to participating providers in Indiana's Dental Medicaid (Hoosier Healthwise) program. In other words, you can't participate in the HIP program without also participating in Medicaid.
  • It is our understanding that dentists participating in Dental Medicaid (Hoosier Healthwise) may, but are not required to, also participate in HIP.

The IDA has not seen the actual dental benefit that the State of Indiana will be providing for this patient population and will continue to update you with information as we receive it.

The IDA does not encourage or discourage participation in any managed care contract. Participation is a decision each individual dentist should make in consultation with his or her attorney, accountant and/or practice management advisor.

Dental Survey
Quick Survey Seeks to Improve Access to Dental Care

IDA has once again partnered with the Indiana University Department of Health Workforce Studies to collect data aimed at improving access to dental care, and we are urging all of our members to participate in this valuable survey:
Information on the supply and distribution of licensed dentists in Indiana is critical to improve healthcare delivery throughout our state. For a number of years, a survey which collects this data has been administered biennially. We are again asking for your assistance in gathering this information by completing the web-based survey.

The online survey will take only a few minutes to complete and is completely voluntary and confidential.
Questions concerning this survey may be directed to Dr. Hannah Maxey, Director of Health Workforce Studies at Indiana University, by email at or phone at (317) 278-6696.
